Police are at the scene of a makeshift gipsy camp on an industrial estate in Chppenham.
The gipsies have moved onto land in Vincents Road on the Bumpers Farm estate.
A spokesman for Wiltshire Police said: "We are trying to establish who owns the land because the people on it now are saying they have permission.
"Until we find this out we can't do much more.
"We were alerted this morning after receiving a call from someone who works at Bumpers Farm."
If it emerges the gipsy families do not have permission to be on the land the police will need to get an order to move them on.
A worker on Bumpers Farm said: "I think it is wrong they can just come and occupy any piece of land and think they can get away with it.
"This is a very busy industrial estate with lorries and cars whizzing through it every minute of the day so this is going cause mayhem.
"I dont have anything against people wanting to live their lives like that but not at the cost of impacting on people's working lives."
The caravans are parked in a small scrap of land behind the Watsons Fuels business.
It is not yet known if the gipsies broke into the site.
