BeeTees café in Trowbridge’s County Hall has been given a one-out-of-five rating at its latest food hygiene inspection.
The café was told that "major improvement" was necessary in the management of food safety.
The inspection found that improvement was also needed in the hygienic handling of food.
The cleanliness and condition of the facilities and building were rated as "good".
The site opened in August 2023 after the success of the BeeTees Café-Bar in Market Street and currently serves hot and cold refreshments to Wiltshire Council staff and County Hall visitors.
The co-owner, Ben Morgan, said: “We were really, really disappointed with the score that we were awarded.
“We’ve worked very closely with Wiltshire Council and all the issues have been addressed and we’re now awaiting reinspection.
“All of our other sites are all five stars so it was a real shock.”
Terence Herbert, the chief executive of Wiltshire Council, said: “We were disappointed to learn that BeeTees had received a poor food hygiene rating.
“Although BeeTees is an independent business and we aren’t responsible for the operation of the café at County Hall, it’s still important to us that people are getting a top-quality service given it’s located on our premises.
“We want the Atrium at County Hall to be a bustling community space and a thriving café is key to that.
“We would hope this is just teething problems while the company adjusts to its new location.
“This situation also demonstrates the professionalism of our food safety team as they have carried out their inspection just as they should have, which is exactly in the same way as any other business irrespective of the knowledge that this café is located at County Hall.
“BeeTees has another premises in Trowbridge which has a very good rating from an inspection held earlier this year so we are confident the business will carry out the necessary changes to make improvements as quickly as possible.”
Councillor Nick Holder, cabinet member for public protection, said. "This was a routine food safety inspection following our standard processes and procedures, which we carry out on any relevant business that has recently moved into new premises.
“The fact this inspection took place at a café located at County Hall had no bearing on the conduct or findings of that inspection and our team carried out their role in their usual professional way.
“The café can carry on trading despite the poor rating and, as with any business that receives any food hygiene rating, our team is always on hand to provide any advice to those who need it.”
