Motorists were delayed due to flooding between Bradford on Avon and Wingfield this week, just months after work took place to solve the problem.
The B3109 Frome Road had lane closures in July and August, during work to improve drainage.
Alan Mines, Wingfield Parish Council chairman, said: “There has been a problem there for a long time. The fields are above the height of the road and, when we get heavy rain, the water from both sides pours off the fields.
“The leaves, twigs and branches from the gales we have had blocks the drains and it is a problem.
“There is very little we can do as a parish council, other than to report it and let the experts and Wiltshire Council do what they can.”
A Wiltshire Council spokesman said: “We carried out some work on this section of road to help improve its drainage. The recent surface water was caused by debris blocking the gullies at the side of the road. We will continue to monitor the area to make sure no other problems arise.”
