Independent Francis Morland won a Wiltshire Council seat in the Southwick ward at a by-election called after the death of veteran councillor Tony Phillips.
Mr Morland beat former Westbury mayor and Liberal Democrat Gordon King by 70 votes in the poll yesterday.
The results are as follows:
Francis Morland (Independent) 385
Gordon Ian King (Liberal Democrat) 315
David Edward Halik (Conservative) 273
Benjamin Anthony Parker (UKIP) 61
The turnout was 30.66 per cent.
